They need to boost morale. Both the population and the army need at least one more victory. And despite the winter, despite the changed situation, as said by a participant in the military operations, and there is information from other areas of the operation that the troops are being almost fully equipped. But the equipment is filling the gaps that appeared during the battles. Food supplies are coming in. That is, there is a sense of a new military hand and significant work is being done on defensive lines. That is, our army is now more reliable in combat readiness. But to boost morale in Kiev, just statements that 80%, 90% should endure, they will endure, we will stand until the end, they don't work.
